Flag of the Dutch province of Friesland (aka Fryslân)
The red elements of the flag are not hearts, but pompeblêden (West Frisian for ‘lake leaves’), water lily leaves. There are seven of them, and they stand for the original Frisian ‘sea countries’ (of which there may not actually have been seven).
Sadly, the flag of East Frisia (Oostfreesland) is bad boring :(
